The people that live there were never all part of the same country until the 17th century. By the time they finally became a sovereign country, everyone in the world, including themselves, had been calling it The Philippines for around 300 years. When it's the name that everyone both in and out of your nation knows your nation by, you might as well just keep it. what you're thinking of is a meritocratic monarchy, which doesn't necessarily have to be elective. for example, if you had a king shit out a hundred heirs, test them rigorously, and name the best performing one the heir and kill off the rest, the selection process isn't so much elective is it?
Hereditary with a reasonably powerful Parliament. Parliament should be elected by the people, but the Monarch should have the power to confirm or deny anything that passes through Parliament. To check this, the educated and landowning populace could demand referendums.
