People don't pay much attention, they're busy living their lives, it's easy to see anyone you don't know as "other" and even if it's someone you know, you make up an excuse so you can keep on going "They must have done Something to deserve it...the world makes sense...I'm sure of it." In the end, whatever resistance there was, was not organized enough. Most people who want to change their government don't do anything about it, cause they'd have to give up their life and become an insurgent, which has a much higher probability of death or imprisonment than it does of success.
