My teacher brought up 4 things needed to Industrialize. Let's use Great Britain as an example.
1) Natural Resources (To Build and To Fuel) Historical Evidence: Iron, Sulfur, and Cotton
2) A Decently Sized Population Historical Evidence: Population of London
3) Political Stability (Needed people to organize and manage economic growth, and to create a sense of nationalism) Historical Evidence: Calico acts, Tariffs
4) Capitalist Society (Money needed to invest into the system) Historical Evidence: British East India Company
He asked "do you believe there are any countries, out there today that meet all of these requirements to industrialized, but both were and currently not developed since the Industrial revolution?"
I've done research, and I believe not as most undeveloped countries are low in Natural Resources and political unstable.
I would like to hear your opinions, and if you oppose I'd be happy to hear the country that fulfills these requirements but are not developed and evidence to prove so.

I'll give you a quick run down.

Native Americans have been settled in California for thousands of years and didn't come into contact with the old world until Europeans started exploring in the 1500s. English and Spanish explores ventured into the area but only Spain got a foothold in the area. The Spanish Empire claimed the land as their own and set up 21 missions along the coast in order to convert the natives in the late 1700s. Russia also made their way all the down to California at around this time but they didn't really do much besides trade and make small settlements. Once Mexico got their independence from Spain California was now a part of Mexico. Eventually, once the USA expanded west enough, Mexico and the USA fought a war and California became a part of the USA. California wasn't really populated by many people until it became a part of the USA. A big reason why it became populated was the Gold Rush that happened in the mid 1800s. Since then it has become the most populous and prosperous state in the USA.

They didn't need to "block it off" (impossible anyway, what with Soviet ability to ship it out of Baku and anywhere to the Caspian, which has a coastline that's fucking colossal), they needed to seize it to ease the enormous logistical strain of operating that far away from their own fuel sources.
