A cultural streak I noticed with most jews I've encountered is that they're the most compassionate and self aware people I've encountered.
Compared to other people I've met, especially northern Europeans, who seem to take life for granted, act cold, and seem to be the type who will put blame on others in order to make themselves feel better.

From reading the Sleepwalkers at least Nicholas didn't like the idea of a ministry that could shut him out of power because on the one hand he had no political aptitude whatsoever but he was still the ruler so he'd intentionally play factions in the ministry against each other.
