looking at The Art Institute of Vancouver courses and wondering if I should shell out for them or just continue doing what I'm doing.
(I dont think I'm that great, but for my small city and "Low" rates its not bad)

Im not, I would have to move. Honestly, anywhere from sask over to the west coast is plausible if there are better recommendations for design schools.

I also notice these courses are significantly cheaper, but don't seem as thorough. I dont wanna waste my time/money with knowledge I already have which is why I was looking into AIV.

The Art Institutes are a scam, if you didn't know.
Fake for-profit university that exploits the poor regulations in north-american university laws.
Most big cities have one or more art school with a graphic design program. I recommend that you look at places where you would want to live and cross-check it with university statistics and charts. If your were to live in Vancouver, the main choice would be ECUAD.
Remember that any serious design school only accept a limited number of applicants, so I strongly recommend you apply for more than one.
I'm in similar situation. Currently 18 with job at small social media firm. Leaving this cancerous field and taking comp sci at SFU.
