Looks like the photo in the front was turned into a grayscale Image, but instead of grey it's a shade of purple. There's probably a term for that but I'm very stupid and amateur.

if you're talking about about the background image, just make a second layer in photshop, fill it in with a fade and reduce the opacity. It's the lazy way, but it's also the fast way.
