How do I make a background like this?

Make a bunch of 3 line columns.
Rotate them 45º.
Copy+paste on place and reflect>vertical.
Transparency on multiply or maybe darken.
Put on solid color background.

you can fine-tune typical square patterns in the Transform menu. Sometimes 30° looks better than 45°, but it's good to experiment.

Most of these patterns are only 4x4, and then looped via some html trickery.
This limits bandwidth and makes it tiny in filesize.
