Aside from teenagers on YouTube using this for their Call of Duty intros, is there anyone else actually applying this effect? It seems heavily outdated.

I use some of these actions but not only just them to create a final product. I would recommend using them only if you know how to do so tastefully and if you feel like you could manually create a similar effect and are only using the action to save time.
