Reasonably easy to make an approximation.
1) Pick random ass font. This time I picked Sans Bold and filled in the islands.
2) Blur. Until you can just about make it out a bit if you squint.
3) It's called News Print in Gimp but I think halftone in Photoshop. Use that to get the dots.
4) Blur that to about 1 or 2. Just to take a little bit of the harsh edge off.
