depending on the design you might want to vectorize it, in that case, use vector magic which is noob friendly

Buy a graphic table, put your drawing close to it.
Buy photoshop, open it, now take a pencil and synch both your hands and make yourself redraw by tracing on top of actual drawing

you can actually put the drawing on top of the tablet and trace it directly

put it on a programme, open a new layer ontop of it and use a tablet to draw over the top. thats what i do, i will let some of the original pencil markets come through amongst the digital touch up and it makes a nice authentic look
