Your curriculum should have your information displayed the best possible way with the least amount of content. You can use a grid if you want, but keep the images at a minimun. Black and white is paramount, if it doesn't works black and white, it's automatically bad
That one you posted isn't automatically bad, actually it's short and to the point and has some merit to the contact part being at the top but I get what the first poster is upset about:
Graphic design shouldn't be about displaying the information like it's impossible to decipher and the directions are all over the place: It should be short, to the point, and that displays what you wanna display, wheter it's your last job, your training or references. If you google for resumes you'll see how many terrible ones there are that mix that completely up, so don't.
I always try to throw my portfolio on the resume, as well as my Github account for some jobs so they can see some of my stuff but you shouldn't confuse your employer: Most companies have someone to browse resumes and they're not designers for the most part, you shouldn't make their job more difficult.

Resumes on the other hand..some other countries encourage clients to put their pictures on resumes.

In many countries, america included, showing a picture of yourself in a CV is in very bad taste. It conflates appearance and work qualities.
