Hello, I own a memepage therefore I need to post low quality pictures.

Is there a tool that allows me to quickly re-encode any picture to low quality jpeg and maybe even upload it to Facebook?

You can only go so low in Photoshop and irfanview. If you wish to get ultra-low quality, you must manually edit the DCT tables with a hex editor.

Paint.net is the best for that job if ur just using it for that. Don't waste a ton of money for all the useless shit found in Photoshop you wouldn't be using
