How do I make artwork look textured and weary? What are non-cheesy techniques? Where do I start?

really, google ps distress tutorial.
it's mostly texturing and/or using grungy brushes.
never tried it myself, but machine wash is a pretty popular PS plug-in for doing this.

When I use to want want something to look old we would print it off and age it.
Then scan it back in and pacakage it for printining.

Experimenting with scanning stuff yourself and layering it with different opacities and layer styles is the best way to do this stuff. Try ageing paper yourself, or find some materials lying around that you like the texture of.
Also, mess with scanner settings, high quality scanner settings can sometimes pick up the grain of a blank piece of paper which can look pretty cool, and low quality photocopies can make some cool stuff too.
