as a Python programmer, I decided to go with the Python script and noticed it's broken

replace the top line with
from PIL import Image, ImageMath
import random, sys, optparse, os.path
to fix it

Lossless compression. The input jpeg was quantized and compressed in a lossy way, which made it small.
