The package manager in and of itself revolves around the Linux kernel and can run effectively without a DE. Not every computer system is a PC for nerds to sit in front of and wank off to gook cartoons on. There are dozens of purpose built distros meant for company intranets to nav systems to pacemakers. Arch for all intents and purposes is not meant to be a consumer distro, it's meant to be used for ASICs without all the unnecessary crap of browsers, media players, file explorers, etc. For a skeleton distro meant to allow individual, private consumers to have a Linux based OS to build up, Antergos was made. No-life autists who have the time or Wizards who have the experience to waste on pure Arch were made for it, but Arch was not made specifically for them.
