Why isn't AMD (or the video card manufacturers, I don't know how it works) ramping up production of RX cards? Or are they doing that and it gets sold out anyways?
Glofo fab capacity is 80% EPYC/Ryzen/TR and now upcoming Raven Ridge.
The measly leftovers are left for Polaris and Vega

MSRP isn't the price they sell to AIB/OEMs and raising the MSRP is bad publicity.
From what I know they do indeed currently sell the chips for higher to them.
You'll not hear anything official about this though, for obvious reasons.

When your products are already being sold for double MSRP, I don't think consumers care if the MSRP accurately reflects the actual retail price.

That's out of AMD's control, hence the "suggested recommended" in MSRP.
AMD officially raising it, even when the vendors won't play nice will do nothing but make them look greedy.
