if i ban an ip address, posts by that ip address would only be visible to that ip. to someone from the outside, it would look like the post count was skipping ahead a bit arbitrarily, but that's sort of how fast boards look anyway (it's unlikely that you can account for every single post increment)

I don't know how 4chan is implemented, what the DB schema is, etc. I'm assuming normal bans are implemented by having a banlist of IP addresses that moderators can add to, and whenever anyone tries to post it checks to make sure they're not on the banlist before allowing them to post.
In theory then you can implement shadowban the same way. Have a shadowbanlist of IP addresses that moderators can add to, and whenever anyone tries to post it checks to see if they're on the shadowbanlist and if they are, it annotates the DB entry to say that it's a shadowban post and to say the IP address of the shadowbanned poster who made it, but other than that it allows the post through. Then when querying the DB for posts in a thread, if you find a shadowbanned post, only return it if the IP address of the requester matches the IP address of the shadowbanned post, so the shadowbanner user thinks his posts are going through. From a client's perspective they requested to view a thread and received a list of posts in that thread. They don't know which posts were excluded or why. And from the shadowbanned user, he doesn't know his post is only being shown to him.
