It's the best way to force bad programmers to write pseudo decent, kinda understandable code you can work on without having a stroke.
On the bad side some architects tend to abuse advanced OOP patterns even when they are not necessary to justify their bigger paycheck, obfuscating their code for the sake of "maintainability" but ending up making it actually less understandable and mantainable.

Moore's law allowed programmers to be very lazy with optimization for about three decades. CPU cycles were a very cheap resource compared to development costs.

It makes working in big teams easier for long periods of time. Don't like a piece of functionality? Replace the whole object. You can distribute work evenly and can even buy in functionality(usually poo coders)

It was a combination of two things
A: an emphasis of getting a product out the doors in a somewhat (barely) usable state,
B: a desire to get away by hiring third rate programmers paid peanuts, and
C: computers fast enough to carry the extra load of all the OOP gunk and methods and layers upon layers.
Many forget that large parts of VMS was programmed in assembly. And the uptime was awesome.
