Depends on the driver support of the power management aspects, the OS/distro support of them, AND the user settings. So you either bought something with shitty support, used a distro that doesn't use it properly, or didn't set or right.

Before 10 was out, a clean install of windows on the same laptop would have shit battery life as well: because it didn't come with all the vendor specific stuff. I've heard with 10 it's not as bad, but haven't checked it out.

Windows 10 is far more resource heavy that most Linux distros, I'm using mint on my laptop and roughly use 1/2 the ram for basically the same tasks I do on Windows.

I get better battery life and thermals running Ubuntu with unity than wincuck 10. Enable tlp (yes enable. Don't just install it) and powertop --auto-tune

battery life on DE: 1.5h
battery life on light wm: 4h
