If your source is 1080 try scaling it to 720(do this by setting scale to "-1:720") that should shave some mb off of it, it not try changing from 500k to 400k 300k etc till it works for your source

Don't scale, the bits saved per drop in quality is worse than just setting a lower bitrate. Also if you are targeting a specific file size, you want to use 2 passes.

In theory it could, because compression algorithms aren't perfect and might leave some redundancy. In practice I doubt it will save you more than a few bits if it works at all.

Compression works by removing redundancy and predicting common patterns. Compressed data usually has no redundancy or common patterns left to remove. It should appear to be completely random data.

No (4MB/280s)*8MB/Mb = 7.314 Mb/s. Round down because your video might be slightly longer than exactly 280s and there is some overhead with encoding and it isn't perfect. So your bitrate option will be
-b:v 7.2M
and if that doesn't work try a bit lower.

Also annoying here is that different software and people use different meanings of "Mega" to mean 1 million bits/bytes or 1.024 million bits/bytes.

Audiophiles have ruined audio files.

I just want to encode audio at shit tier bitrates (8kb/s and below.) Obviously this isn't great for music, but it's acceptable for speech content like podcasts, especially with modern audio codecs. I just want to fit dozens of hours of content on a cheap mp3 player.

The thing is ffmpeg and the encoders it uses only go to about 16 kb/s for aac. Any way to make it go lower, or are there other encoders that can do this?

I just installed Fedora 26, but I can't make the Trackpoint works correctly, it works, but it's too slow, and scrolling it's too slow too, I tried with xinput but none of these seems to be the Trackpoint.
Tried on Preferences > Mouse > Acceleration, but stills too slow and no scroll configuration.

Your first sentence is dumb, it has everything to do with MP3 specs. The MPEG-1 spec does not support bitrates lower than 32 kb/s, the MPEG-2 one no lower than 16 kb/s. MPEG-2 standard was released in 1995.
For lower bitrates, your best bets are AAC, WMA and Opus.

You should have turned down the volume and checked the phone out to see what the cause was. There's a certain button or screen combination you can do on most phones to go into an alt tab mode and see all the apps currently running. If this wasn't caused by an internet browser (which you can check by looking at the internet history), it would have been a video or music player. Maybe a pre set alarm, if someone else using the phone wanted to prank you.

In that case your computers don't even have the same architecture. You'll have to address this during compilation. Might be easier to just compile it on the RPi.

The compilation itself depends on the driver you're trying to compile. Does it not have instructions for compilation? Or maybe a makefile?

I haven't actually had to compile a driver before, so I might not be able to help you further.

Can I have two partitions one with Windows 10 and one with Arch Linux without dualbooting?
I am using my laptop for my job, where I need both OS, but at the same time I need the quickest boot times I can get.

Seems fairly straightforward then. Run the first two commands on the PC while modifying the included makefile (it should be literally called that) if required to get it to compile for ARM-whatever-version. Then transfer the produced binary over to the RPi and start using it. Perhaps check what the make install step actually does, most likely just moves the produced files around or something.

If you're sure it's not a browser cache problem. I would add a secret test.html in that directory, then try and access it from both domains. Does it work?

If yes, then there's probably a cache somewhere along the line storing your index.

If no, then check your server config. Virtualhosts, etc. Because you just proven another directory is being served.

If you still have trouble I want to know what you're using to host. Cpanel, apache, iis?

That's a strange requirement. Actual boot times should be pretty much the least important stat to your user experience. If you're staring up your computer that often, you're doing it wrong. Especially with windows 10, startups are extremely fast, in part because the computer usually goes into some form of hybrid sleep/hibernation, so it doesn't need to go through the full process.
