This true unfortunately. Any android device can be flashed from fastboot, erased of existing OS and data and then flashed a new OS and can be used as new.
You don't need to activate debug mode and other developer options to do this.
I have unlocked xiaomi phones of my friends to install .eu ROMs without getting their bootloader unlock codes.
I've unlocked my old samsung phones in similar ways.

You're completely wrong. This only works if you use recovery to factory reset. Using ADB or fastboot to reflash the image resets the device entirely and ADM recognizes it as a new device.

Only Apple seems to have this down. It's one of the benefits of a completely locked system.
