If you read the first few paragraphs it's clear they are referring to https://en.wikipedia.org/wiki/NPL_network not ARPANET.
Since NPL was invented independently of ARPANET, you could say "an" internet was a British invention. But "The" Internet is clearly beyond the scope of either and trying to claim one person or country invented it will inevitably make you look foolish.
