[This update albeit rushed, I just wanted to give us some kind starting point. While I continue to look through the original thread and research on my own. Feel free to use this, or change the formatting anyway you see fit]

The Starting point:

What if we put a rocket on a ballon then launch it when we break the atomsphere

Rocket motors and enough helium balloons should do it, the rocket motors activate when we're above the atmosphere or we could use ion motors, a /sci/ person will work that out
