Programmable lights let you set up your modes. Options vary but better firmware will let you choose how many modes you have, their intensity / effects and how to access them. eg: I had an old Zebra light that let me choose up to 6 modes in 3 pairs. You'd switch between pairs with a long press on the button while the light was on, and toggle between the 2 modes in a pair by double tapping. Each mode could be individually set by increments, or one of SOS, strobe or beacon. Fucking lost that light in a lake too deep to drive after. It visibly shined down there for like 2 full days just to make me extra salty.

Didn't have problems with rain, IDK if or how long they can be submerged though.
Also, there are a lot of variants, I imagine the different buttons and such might have different water resistance.

Sure the XM-L is fine, the XM-L2 is very nice, but the XPL-Hi is nicer yet. Has better throw and stuff, you can read the details and see samples on flashlight enthusiast forums.
Well, if you pick the cheapest option it'll still be okay. In my case, I'm using these very often and will pay $10 for what are probably ultimately only a few minor differences to most (they all are emitting a good bunch of light, so...).

I have to say, I'm actually pretty impressed. It shipped from the USA, and while I was expecting something to be wrong, like the strings the break, or the bow to be bent or the rosin to be shattered, it all actually works alright. The strings suck and it sounds like a cat in a garbage disposal when you slow down on the strokes, but it's playable, and new strings are lonely like 5 bucks, so considering the whole thing was only 30, I'm pretty happy.
Sure. XM-L2 as such aren't weak. They're an improvement over the ultimately already very serviceable XM-L.
XP-L Hi still get used in more enthusiast flashlights now because of the throw and ~10% more output at typical power, but you could say that's just enthusiasts trying to get the nicest new shiny thing...

That said, if you hate "glaring" white or think "blue-ish" lights are very ugly (even those with better color reproduction than some 5 year old trash tier led that can be had on $1 lamps), by all means get a "pleasantly" warm white one.
