It can be something small but still used by millions, for example the left_pad for javascript.
If you use some language that's not so common there's usually need for libraries and somebody in the small community might use your library because it's the only there is.

Not sure but you can extend eclipse with java right?
Make syntax highlighter or auto completion extension for some language that still does not have eclipse support.
You could also check for projects to contribute by lookingif there's new java projects in github or see the newest libraries added to maven if maven supports that kind of searching.

If there's >0 open issues, then they need help.
Pick one (preferably low-priority one that's been ignored for a little while) so you have time to familiarize yourself with the codebase and have plenty of time to play around and test.
