I don't think it is a coincidence that Germany and Japan, both countries that were defeated so badly that it practically annihilated their sense of patriotism, are technological powerhouses. This is what happens when you spend GDP on technological and cultural output instead of on arms. Not to say that these countries don't have militaries but their military spending is so much less.
