Many phones I suspect have shit DACs, and every phone without exception won't be able to provide enough power for larger headphones, since it's expected you'll be using IEMs or Beats-tier shit. Even if your phone does have a good DAC, an amp would still be a welcome addition.

What's a large headphone? You either have low impedance headphones that require high current , or high impedance (i.e. HD600) that require high voltage. Efficiency aside, a phone can't provide enough voltage headroom for high impedance drivers.

Phones technically can for a while now. Quality and wether the manufacturer cares or not is another thing.
IIRC the snapdragon s4 pro dac (wcd9311) does 24/192.
