It has a DB-15 connector on the back, instead of VGA...
I got it with my old computer that I heard was used in the Air Force

My guess it that it's some proprietary monitor similar to MDA/MGA/CGA/EGA with the rest of the system being a PC compatible, maybe with some more proprietary designs however.
