At the very least if a global adversary can see what you are doing, even if they record evidence, you didn't record and evidence of yourself. So they will have to wait to legalize their actions before convicting you, or use you in court (or by other means) to legalize their actions.
They could also just take care of you off the books, but they could do that without you safeguarding yourself with tails.
