It's just ancient. The code base isn't actively developed because everything about it is outdated. There's no reason to actually use it other than curiosity, which wears off pretty quickly.
I would like to see a DE written in Tk though. Hopefully Tk starts being adopted by people fed up with bloated toolkits GTK 3/Qt 5.

No, you really don't. Its a shitfest. I ran it back in the 90's on Unix systems and it wasnt bad but it's terribly out of date now and doesn't fit well on Linux, too much shit is just broken. Needing to run as root is a symptom of this.
