By supplying them with charge like how the controller does in order to store data. The problem is that you need to know which cells had charge prior to being discharged, but if you had that information you'd have the data already.
There are ways to measure the cells to sort of guess what cell had what charge prior to being (maybe) discharged, but that takes a lot of time and work and is not something you would be able to do without having the very expensive equipment necessary for it.
