Probably a good idea but I'm not sure N.Korea would nuke S.Korea. It's pretty close and that can cause problems for them.
I'm more concerned about them trying to nuke Guam and having it fall out of the sky on Hiroshima.

N. Korea would not nuke S. Korea. One of the main spiels of NK they keep telling their subjects is saving the poor, starving, occupied South Koreans and joining the two.

Does N.Korea really have any reason to particularly target Japan?
It's not like Japan is militarily involved with them, that's all S.Korea and USA.
Perhaps because USA is an ally and there's still some US bases in Japan.
As far as I am aware the only reason there's really an issue with Japan is because N.Korea is kinda lacking with directions to launch their missiles.
They could try and aim for the Bering sea, but then that's going over parts of Russia, and that's pretty much the last country they would want to piss off.
