If there is provably illegal content, the POC can be served a legal notice by a lawyer. The police can then approach the DNS authority that created the record, or approach the RIR to either have the site taken down, or serve a subpoena to the site owner after obtaining the site owner's details.

This guy didn't mention that probably no one cares about taking your site down if you actively remove illegal content from it. If you find and delete the CP off your site (and also probably hand over the IPs they were posted from) the FBI stops caring about you or your website. Obviously this was something that moot did and the practice has continued with Hiro. Otherwise this site would be long gone.
