For it to make sense for Samsung to build a massive factory in the U.S., U.S. and China must enter into trade agreement where China will tax semiconductor exports from the U.S. less than semiconductor exports from S. Korea.

Currently, exports from S. Korea is taxed lower in China than exports from the U.S.

Paradoxically, the only way for Trump to get high-tech manufacturing to increase beyond internal U.S. consumption level is to sign an FTA with China.

Free trade agreements are a good thing and trying to remove them and revert back to tariffs on goods is ultimately just going to backfire by harming the economy. Companies continue to manufacture there because workers who are skilled enough to work on the product don't exist in third-world countries or it's going to be very time-consuming and/or cost intensive to train new workers in another country to learn a specific set of skills needed for manufacture, nullifying any cost saving from lower labor costs.

So, how do these jobs, which couldn't move to China for these reasons, move from S. Korea to the U.S. because the U.S. made the tariff higher?

It's going to be just as expensive and risky (if not more) to train American workers to do skilled work S. Korean workers are doing, and when you're done training, you end up with labor force that's more costly by about 30% on ongoing basis.

When China is expected to become even more powerful as an economic state within the next half decade? Wouldn't it make more sense for SK microprocessor and semiconductor producers to sell to China, who have just as lax regulations concerning their business economy (as evidenced by the numerous smartphone companies, electronic manufactures, etc) where they can make more net gain from their investments than in the US where new regulations and tariff restrictions are being considered for implementation?

I think moving production to American and creating employment opportunities is an admirable thing to do, but China is too big and too lax a market to not invest in, smart south korean investors will put their money in super loose, super full chinese pockets where they're guarunteed a return in full with a billion chinks buying smartphones with SK semiconducters and microprocessors.

This Trump (n)D chess is becoming a serious exercise in mental gymnastics at this point.
