Not exactly, they are currently in the process to implement custom API ontop of webext stuff to allow addon developers to still do their stuff.
E.g. in the ticket for Greasemonkey they discuss with the addon author what's needed etc.

FFs goal is not to make everything webextension-like-chrome-only but get rid of XUL instead. They extend on webextensions but set a very narrow roadmap with little time for the implementation of additional APIs so stuff might be too late for the stable release of 57.
Addon author can even submit their own implementations of additional APIs if they feel like it.
