The fact that Chromium developers client-side-disable a feature based on a client-side setting, which totally could be subverted through having a headache of some changing of Chromium sources, makes me reevaluate them as unethical, unscrupulous.

It's the correct behaviour (since you've changed your default search engine) until they make it send an image to whatever "search by image" service you've set as default.
Yandex could raise it's screams again because "opression!" or some shit since they offer search by image.
Bing doesn't. Duckduckgo doesn't.
Until then you can use Image Search Options extension, for example.
