There's probably some users moving from 7 to GNU/Linux instead of 10, but its probably not that big of an exodus.

Yeah it's good to see Linux increasing it's desktop market share, as a developer I've seen it have very strong uptake among my peers in the past two or three years, but these numbers indicate that there is suddenly a much wider userbase.

There's actually a fair number of GNU/Linux prebuilts now, including Google's Gentoo based Chromebooks.
They do still require the users to specifically choose a Linux system though. Which is probably giving Microsoft even more nightmares than the people building their own systems and installing their own OS.
Windows 10 S, which they'll offer to OEMs for free and which blocks Steam, Chrome, Firefox and other popular third-party software is definitely a reaction to that but only addresses one small segment.
It will be interesting if Microsoft gets stats counter sites to count ChromeOS (able to run GNU/Linux software from any source after minimal changes) as 'not a desktop' while still counting 10 S (only able to run software from the Windows Store as a traditional desktop system.

Microsoft's plan is that OEMs will shift over to 10 S as the default on their systems and then users will have to either buy all their software from the Windows Store, or pay $50 for an upgrade to enable what was once standard functionality.
Oh and for the vast majority of Windows users who just want email, a browser and a search engine? 10 S is locked to "Edge" (the rebranded Internet Explorer) and won't allow you to change the default search engine from Bing.

Laptops are the vast majority of the market, even in the PC space, and even there those systems are starting to get replaced by phones and tablets.
Even for me, my laptop is now essentially just a D&D accessory, I don't use it for coding anymore (my big workstation is so much better), i don't use it for meetings anymore (everybody is just on their phones now), its only useful for a few legacy java things and even there its not used that much anymore.
If it wasn't still slightly better than the $250 Chromebooks I probably would have replaced it.

Hardly anyone, but hardly anyone really runs Windows of their own volition as always they're going to force the issue. Its going to be very difficult in a year or two for a normal person to walk into a store or go onto Amazon and find a Windows system for a reasonable price that doesn't come with 10 S.
For the gamers who build their own systems, I'm sure its not long before we see games that aren't just Windows Store exclusives, but that also require the system to be in the locked down store-only mode before running as DRM.

Not sure where you're getting that idea. Especially since the data doesn't agree with you. Both macOS and Linux have been on the (slow) rise while Microsoft loses ground.
This is also true by looking at sales. Apple has been outpacing PC OEMs for years now, but I recognize that means little in the eyes of overcoming the Windows marketshare. This. Nobody runs Windows because they want to they run it because they don't know there's any alternatives. Windows came with the machine and they're going to use it until it breaks or some sad anon forced to play tech support fixes the broken garbage for them. Computers are appliances for most people, they don't care that they're not in control in fact the less control they have the better which is why Windows 10 is so dumbed down now and you can't find anything anywhere without going into menus and menus and more menus or using Powershell (but first you have to learn Powershell because absolutely nobody knows it and it's verbose as fuck).

My grandparents, while not super computer savvy, aren't stupid enough to download 1,000 viruses. But, they wanted a laptop after owning a desktop for decades and so I pointed them towards ChromeOS. They fucking love it.
tl;dr: it's very easy to sway people away from Windows. Those who know what Windows is good for will not convert (i.e. gamers), but the large majority aren't gamers and will switch platforms on a dime. Just in this year alone:

I'm talking about Secure Boot. Right now they require OEMs to allow for ways for users to get other software onto the system. 10 S no longer has that requirement which means most OEMs are going to ship locked devices.

'The tax' in this case will be finding an OEM selling unlocked hardware or Linux hardware which probably will come at a premium.
Though with low cost single board Linux systems starting to become more common it may be less of a tax on running Linux, and more of a tax on high end hardware.
Something that seems inevitable at this point honestly. Low end hardware is good enough for most desktop uses. Even AMD64 PC gaming at 1080p will soon be accomplished by relatively inexpensive SOC hardware. Traditional PC components will still be around but they're going to get more and more expensive.
Already the $200 discrete card market has basically disappeared with the demand for cards pushing the base price of a decent GPU well above $300.
