They're not, because the CEOs are the ones that manage the whole operation.
They don't do any of the work directly but they're responsible for ensuring it all gets done.
Calling the shots, forming relations, managing hundreds of employees, etc. is much harder than sitting at a computer and programming whatever your supervisor has told you to.

No, they dont want you to negotiate.
What they acualy count on is that some good candidate will ask too low.
If you ask too high they will just not contact you again or just invent any other shit
If you ask around what was expected they will check some other people, maybe someone will ask too low, and if all ask similar choose who they like best.
If they include salary in the offer - they just closed option 1 for themselves.

It is for a medium sized business. It's a loan after all. Seriously, i know a bunch of upper middle class people in their 30s that own million dollar properties. Their kids are going to inherit that shit and I assume more money after their parents die.
