It's Youtube panicking in response to major advertisers pulling out over "offensive" content. The one thing Google care about more than anything is money, which is why this scorched earth approach has been taken to anything which could be even remotely offensive to anybody, ever. If you think Hitler anime videos being targeted is petty, you haven't been paying much attention. Youtubers are getting their entire accounts demonitised just for swearing or playing violent video games (which includes gory killfests like World of Warcraft).

Ultimately, this is a victory for the "old media". Their hit pieces in the wake of the recent(ish) PewDiePie anti-Semitism shitstorm are what caused advertisers to pull out and Youtube to react the way that they have. It's not about pushing agendas - at least not social ones - but taking "new media" down a peg or two, in the hope that people will start reading newspapers and visiting their shitty sites again.
