Emacs + slime is the only real answer. Clisp is actually a pretty fun language to learn and use, though the learning curve is pretty steep if you only have a c-like background

to answer your question, Emacs + SLIME (http://www.cliki.net/SLIME) is the best environment. But you can really edit it with anything you want (e.g. vim) if you don't mind a more classical experience.
