anyways here are the steps
>make api key https://api.data.gov/
>get key from email
>open up curl and type this in to upload a file (replace <key> with key above and test.pdf with the file yadda yadda yadda)
curl -i -F name=test.pdf -F [email protected] https://publicapi.fcc.gov/ecfs/fileupload?api_key=<key>
>copy the "FileName" {"fileName":"DOC-578d76ce8a400000-X.pdf"}
>paste at end of this url https://ecfsapi.fcc.gov/file/
end result should be https://ecfsapi.fcc.gov/file/DOC-578d76ce8a400000-X.pdf
