Vault 7 showed OpenBSD was the only OS without any Gov't exploits. Unless you're ultra-paranoid and think they're playing on another level. If so, I don't think an OS will matter at that point. OpenBSD is just harder for solo-attackers to break through. For government sponsors, it's better to practice good OPSEC in general than rely on an OS, as you said.

Though you've got to remember, VPNs are more about providing a layer of encryption, not anonymity. That's what a proxy (like Tor) is for.

If you want to be super stealthy you need to pop a box and hide your tunnel in dns requests or something hard to analyze with automatic tools. You give email and they log bandwidth attached to that email.
You're also probably going to pay with your bank account, or unmixed Bitcoin (traceable).
You then torrent something they don't want you torrenting.
They find the IP associated with that VPN service and ask for them for their logs (bandwidth) associated to the IP that accessed the torrent.
They then connect this bandwidth log to your email/payment method and to you.
They then get a search warrant for your electrical devices.
