Hey, is it true that now is a bad time to invest in say a 1080 ti because much better cards will be availeable at the start of 2018?
A friend of mine told me so and its gotten me spooked because im looking to build a new pc in the coming months.
The answer is literallt always wait. Wait until you're almost dead and the buy a card, you'll get the best value for money there.
If you're not that autistic, however, just buy a 1080Ti now. The best card next generation won't be signficiantly more powerful than it, and it'll be fine for a very long time.

It's a bad time to get a mid-range GPU, because everything is overpriced right now. But neither Volta nor Navi are going to be available until mid-2018 at the earliest, so if you're considering a 1080ti, you might as well get it.

It's actually a very good time to buy a top tier GPU. You can buy a 1080 for under $500 or a 980 ti for under $300. And occasionally you'll even see a Titan X go for under $500.
All of those cards will provide max and near-max setting experiences at 4k with acceptable frame rates. 60 fps at 1080p, of course.
