Chromebox then. Hands down. Pic related is what I'd go for. Chromebooks and boxes are easily the best price:performance devices for general use. Not to mention overall ease of use.
For perspective, I have a Chromebook laptop with only a slightly newer Celeron CPU (3215U) and 4GB ram. On my machine I can stream a 1080p movie via Netflix or from my server, have 10+ chrome tabs open. All without stutter or lag.
With this 2GB variant, you might just have to tone down how many tabs you have open is all.
