Remember when Microsoft started their "Windows Live" service over a decade ago? People continued to refer to their messenger service as "MSN" right up to its death, and everything else flopped horribly.
Fast forward and you have the Windows Store which nobody uses, the discontinued Windows Phone that nobody used, and Cortana, which nobody uses.
Face it, the general public doesn't really care about Windoz as a service. To most people, it's just an environment for accessing programs. Any attempt Microsoft has made to make it more than that has failed.
