You are screaming at the wrong wall retard. The toolkit is responsible for exporting menus, not the DE or distribution or anything else. Qt5 and chrome/chromium are the ONLY toolkits that actually supports it. gtk and everything else that uses their own shit has no support because they love sucking redhat cock. Ubuntu is heavily patching sources of that shit to support this but that in turn leads to outdated packages and instability and all other sorts of non portable fuckery.
