Is there any way I can set up an OS solely for running virtual machines? Nothing else. No spyware, no bloatware. Just virtual machines.

Maybe an OS designed just for that?

Can I configure Debian to do this?

Describe virtual machines. If you are running docker containers or something like that, then CoreOS or Alpine Linux might be suitable for you.
