"Browsing" eh? Tails is great if you just want to run off of a USB.
Ubuntu LTS 14 should run well enough once you give it a hard drive.
Does it have a sata or pata hdd connector? If it has a pata connector: use a flashcard to pata 2.5" adapter and load xubuntu or lubuntu on the flashcard.

i'm pretty sure it uses an sata connector, i haven't checked tho.
AntiX is the perfect browsing OS for really light PCs. Lubuntu is a heavier step up from there and Puppy, then DSL are good distros if you need even lighter.
Lubuntu wouldn't work on a 2004 laptop so I got antix and never looked back. Nice and comfy with icewm. Limited features but fast as fuck.
JustBrowsing
PuppyLinux
Mint
Xubuntu

i had the same situation anon with a roomate
i got it up and running on the cheap by installing mint and using an old 8gb usb stick as the HDD.. yep you dont need to buy a HDD
its was slow to boot but fine once you opened the browser... which is what you said you wanted to do

Neverware Cloudready, which is based on Chromium OS (Chrome OS). Can boot off a USB drive or install to hard drive. Usage is basically same as Chromebook.
