Its an Athlon 5350, it maxes at like 31c with its massive arctic alpine passive cooler with a 120mm bequiet pure wings 2 blowing air over it.

I installed another 2 of those in the system, one on the gpu heatsink and one in the PSU. The thing is freaking silent

A good amount is not necessarily a proper amount. Try reapplying it.

Maybe your OS isn't downclocking it while idle, or maybe you have power saving features disabled. Or maybe it's just that hot.
