I'm thinking about getting a ham radio and just had a couple of questions. Does every operator need a licence from the FCC? Also what kind of regulations would I have to follow, and what would happen if I broke those regulations? Thanks

yes. the regulations you'll learn when you study for the test. punishment is almost never worse than a fine.

Yes, you need a license. There are several classes of license which you can get through examination.
You are only allowed to transmit on the band of frequencies allowed by your license, your equipment has to meet a series of specifications and you have to follow proper protocol in the nature and content of your transmissions.
You would be fined if you broke these regulations, with the exception of having a license in the first place if you're transmitting while in a real emergency situation.
